Wicked problem

A problem that is particularly difficult to solve. A wicked problem is complicated because it usually involves of a large number of factors and variables. Different values and points of view are often linked to such a problem and they can be characterised as open and changing over time. Wicked problems are unique, which means that solution models cannot be directly transferred from one problem to another. They should therefore be discussed widely in all parts of society.
