The consortium can define the specific research question, but it must use the OMOP data model and apply so-called federated analysis, where data is analysed at its location. The study must use health data from at least three different Nordic countries.

The pilot is part of the Value from Nordic health data (VALO) project, funded by the Nordic Council of Ministers. Its purpose is to demonstrate the added value of Nordic collaboration in the secondary use of health data. Secondary use of health and social data The secondary use of health and social data means that the customer and register data created during health and social service sector activities will be used for purposes other than the primary reason for which they were originally saved. The secondary uses referred to in the Act in Finland include: scientific research, statistics, development and innovation activities, steering and supervision of authorities, planning and reporting duties by authorities, teaching, knowledge management. The implementers of the pilot will be selected through a public procurement process. The total value of the procurement is 400,000 euros (excluding VAT). This amount includes reimbursement of all expenses related to the implementation of the study. Sitra or THL will not pay travel expenses separately.

The deadline for submitting proposals and participation applications is 4 October 2024, at 4:00 PM (UTC +03:00). Detailed information has been published on the Hilma public procurement service in Finland.
