Fair data economy standardisation is proceeding

The European Committee for Standardization (CEN) published the standardisation material created in Sitra’s IHAN project as part of its CEN publication series.

The Elements of fair and functioning data economy: identity, consent and logging (CWA17525) publication contains the requirement specifications for identity, consent and logging management for a fair data economy. The materials can be downloaded from the CEN document system for free for three years.

A wide range of experts participated in the pre-standardisation work led by Sitra. The Sitra-led requirement specifications work on the above-mentioned topics ended when the CWA document was published. The work will be continued with a focus on data transfer and services. The final results will be published later this year.

The guidelines created as part of the pre-standardisation work are included in the fair data economy blueprint.

The results for all pre-standardisation work carried out in the IHAN project will be included in the IHAN Blueprint document that serves as a basis for a fair data economy.

“Pre-standardisation offers good opportunities for further development. We are currently discussing with our partners the continuation of the work as part of official CEN standardisation processes,” says Markus Kalliola, Leading Specialist at Sitra.

A fair data economy requires a systemic change. Some of the changes required are of a legislative nature, while others are related to consumer behaviour and companies’ business models. Although a fair data economy does not demand new kinds of technology, it requires that current technology is used in a different manner, in consensus with other parties. The blueprint is the first step towards this consensus.

“Our work in this area is groundbreaking and will benefit, directly or indirectly, everyone who builds fair data economy services,” says Kalliola.
