Managing social welfare and healthcare in Tampere

The reform of social welfare and healthcare in Finland will see a change in management style. In the future, services will be produced in a customer-oriented manner in networks made up of numerous actors. Management of all services will require new tools, which are now being developed in the Tampere region.

Future social welfare and healthcare services in Finland will be produced in networks, which comprise the public, private and third sectors. In addition, consideration of customer needs will become a key factor. Social welfare and healthcare service providers will be required to take on a new type of management, to have steadfast procurement expertise and carry out service impact assessments, as well as using practical tools.

This change is being prepared as part of the Pirkanmaa 2019 project in the Tampere region. For example, the alliance model for well-being services is already in the works in Tampere, and a trial will begin in spring 2018. The city of Tampere, Sitra, the Council of Tampere Region and Tampere University Hospital’s Heart Hospital have begun to compile a guide book on management for social welfare and healthcare service providers.

Sitra’s aim is to gain experiences and information on the effects of new operating models and tools. The experiences will be evaluated and effective models will also be disseminated for use by others.

“The Tampere projects will test the alliance model commonly used in other fields in the provision of basic and specialist medical care,” says Senior Lead Kimmo Haahkola from Sitra. “New operating practices in the multi-provider environment are especially interesting, and the trial will provide information on their effectiveness. The lessons learned will be compiled into a guide book that all providers can utilise.”
