IHAN® project

What is it about?

Sitra’s IHAN project built a European data economy model, having taken its first steps in Finland.

The set of values on which a fair data economy is based combines a human-centric approach, trust, a new sense of community and the principles of sustainable growth. The aim is a human-driven European data market, where companies that use data responsibly and open-mindedly succeed with smart services.

The fair data economy will benefit everyone. Data will be shared more freely between different parties. Trust in service providers will encourage individuals to share their data when the sharing is based on their consent. People will obtain access to more targeted services that improve their well-being and daily lives. Companies of all sizes will achieve growth through innovation and well-being will increase.

The IHAN project entity was a continuation to our earlier projects that accelerated the use of online services: the service channel facilitates the transfer of data between systems in Finland and the system’s home country, Estonia. Findata, the Data Permit Authority in the social welfare and healthcare sector, grants permits for the secondary use of data, improves information security and promotes people’s data protection. The foundation for Findata’s operating model was laid by the Isaacus project, in which we promoted the secondary use of social and health data for research purposes, among other things. In the future, an individual’s data will be an important component as we move towards individual-driven healthcare and well-being services.

What did we do?

We wrote reports and studies to provide information to support Finnish and EU-level decision-making. Reports and studies help us increase our target groups’ data economy awareness.

In this way, we created shared rules and tools for more responsible and sustainable digital services.

We engaged companies in building the fair data economy. In the IHAN business programme, we helped SMEs reform their business operations with the aid of data. In the Making data part of CSR workshop series, Sitra, FIBS and a number of pioneering companies were co-operating to identify and implement the best practices for sustainable data use from the perspective of corporate social responsibility.

We provided people with tools that they can use to influence the use of their data online.

Who were involved?

A fair data economy was built through international co-operation with different stakeholders.

Where are we now?

Work in this focus area started in April 2018 and ended in June 2021. The results are compiled in an article and publication A fair data economy is built upon collaboration. The work continues on the theme of Fair Data Economy, where the first projects are the ongoing Health Data 2030 and Gaia-X Finnish hub coordination.
