Pilot project: Opportunities for legislative drafting to use generative AI

Artificial intelligence can provide solutions to the challenges that law drafters face in their work. A pilot project funded by Sitra indicated that further development is needed to improve the performance of the tested Finnish language models.

Artificial intelligence has clear potential for improving the efficiency of legislative drafting, but Finnish language models need to be developed further to better support law drafting, assesses a new report by the Ministry of Transport and Communications .   

In a Sitra-funded pilot project, the Ministry tested the use of generative artificial intelligence based on large Finnish language models to support law drafting and make it more efficient.   

The pilot and report was carried out by the software and consulting company Futurice.   

Processing of extensive materials could be facilitated  

The pilot tested a service using a chatbot interface which law drafters can ask questions about Finnish legislation. The use of the service was tested as part of the legislative drafting related to the national implementation of the EU Data Act.  

The pilot found that artificial intelligence may provide solutions to challenges experienced by drafters, such as handling large amounts of data.   

However, the report suggested that the performance of the tested Finnish language models was not yet adequate to support legislative drafting during the project. The language models could not retrieve enough data at once and did not produce conversations in a satisfactory manner.  

Challenges were caused by the limited amount of text to be processed at one time and the poor availability of Finnish-language training and fine-tuning data.   

Lessons for further training of language models  

Sitra funded a pilot project to explore ways to improve the efficiency of public-sector work with generative AI. The pilot also gathered knowledge about the requirements and challenges related to the further training of Finnish language models.  

The aim of the pilot was to enhance Finland’s strategic autonomy in the field of artificial intelligence, that is, opportunities for creating language models in the EU and Finland to fit our own culture and values, as well as data for training and using them.
