Sitra’s rulebook provides a framework for companies to share data more easily, securely and fairly

The revised Rulebook for a Fair Data Economy provides tools for networks where companies and other organisations can share data and create new services. The version 2.0 has been supplemented with a section concerning data security.

Data sharing between companies is commonplace and is used to produce a wide range services. Using data fairly is part of responsible business and requires common rules.

Sitra’s Rulebook for a Fair Data Economy includes contractual templates and tools for building a data sharing network. It sets out legal, business, technical and administrative rules as well as ethical guidelines to be observed by organisations in data sharing networks.

The rulebook consists, among other things, of contractual templates, a set of control questions and a draft code of conduct that can be used to create a customised rulebook for a given data network.

The new version of the rulebook includes a more concise section on data security that enables networks to create security processes for sharing data. Readability and usability have also been improved based on feedback received. By providing practical tools for organisations that share data, Sitra aims to accelerate a fair data economy,” says Leading Specialist Juhani Luoma-Kyyny from Sitra.

Sitra published the first version of the Rulebook for a Fair Data Economy in 2020 and it has since been updated several times. The rulebook is backed by Sitra’s long-term work on the fair data economy and a large group of experts from companies and other organisations who have made valuable contributions to the rulebook.

The latest version has been produced as part of Sitra’s fair data economy projects. Overall, it provides a highly practical toolkit for cutting-edge companies that are developing their business operations using data and are creating new products and services that comply with fair data economy principles.

Version 2.0 of the Rulebook is available also in Finnish and in French.
